I was a fair bit ago and it wasn't public, but I did a basement crypt in Newcrest. All the families were related in some way or another, specifically with the neighborhood's founders growing up in that house. So I laid everyone to rest in that crypt. I think it looked pretty good, especially considering how early in 4's lifespan I built it.
If I were to design one now, I definitely would abuse lot traits. Actually, I think an empty haunted house residential lot would probably be my first choice for a cemetary or crypt. Always the spooky lot trait, but I'd add neighborhood specific stuff depending on the place. (Island spirits for Sulani or vampire nexus if I am pretending there is a vampiric takeover.) You could still visit a residential lot and the atmosphere would be pretty good. I tend to lean more into the creepy/gothic aesthetic.
