I think at less than 7 bucks you could definitely try and see for yourself and fully agree with @simgirl1010. Opinions vary wildly on these forums.
Me- I liked it from the start although am just as happy when I get new content as I was in the first two iterations because it brings more to play with in a game I love playing. I didn't enjoy Sims 3 and to me the biggest divide in opinions seems to come from simmers that enjoyed that one the most.
My dislikes of the game are things I don't think have a big chance of changing so I don't focus on them. I think the most obvious one for me is that there is no fear emotion in the game and to leave out that emotion is odd to me.

It has grown on me, and now I play it more than Sims 2. Will probably always play 2 + 4, no matter how many sims games there ends up being, but who knows? I do miss being able to create my own worlds - there is never enough space!

My honest opinion is you shouldn't need DLC to make a game 'better'. If the core doesn't make you want to play it for about six months to a year without any DLC then it's not worth it's salt. Unlike the previous games, TS4 didn't live up to that rule of thumb to me. You will have to spend a heck of a lot of money and seven years to make it 'better'. Though it's a better core than when it was first released by honest people who complained and needed more added to base game by patches, in order to play it for longer periods of time. At this point in time there are players who feel it needs much, much more, an over haul of the traits and emotional systems, and more depth. But you will have to judge for yourself if it's worth spending over $600 and seven years to make it 'better'.

Are you sure? Origin doesn't normally allow refunds for TS4 DLC. Usually, only the base game can be refunded.

I have enjoyed this iteration since it was released. Yes, I was disappointed with the lack of toddlers, but I kept the words of the Devs when we were told they wouldn't make the initial cut because they didn't want them to be (and I'm paraphrasing) half-baked. Once they released them to us in a free patch I was so elated I cried. Not only did they listen to the fan base, incorporating some of our suggestions into the toddlers, but they are now by far and wide the best toddlers in the game. That left me missing only one thing, really. I loved the singer career in Sims3. Now, with GF, not only has the celebrity system been vastly improved, but I also use Sacrificial's Road to Fame_Professional Singing Career mod to give me back my singer Sim.

I haven't played this often since the game came out.

Not sure if I agree as whole but for me TS4 passed that rule of six months. I liked it from the beginning and it has gotten so much better since then. There are things that I don't like for example with emotions, but I still find the game enjoyable. It's really best to try it yourself as others have suggested :)

They'd be refunding a bundle that included the base game. Quite within the allowances for Origin refunds doing it at that point. The policy for returns specifically details how bundle refunds work. The rule is "within 24 hours of launching the game" or some longer period of time after buying it if you never launched it.

DLC you got long after you first launched the actual game would fall beyond that 24 hours, but someone just now getting it would still fall within that 24 hours. i.e. your experiences fall outside the allowances of the refund policy...but this person hasn't got the game at all yet, so they could get the refund if they got a bundle of base game + other stuff.
