How can I remove holiday decor from community lots?

I can't remember when I last visited a community lot that did not have decor up, holiday or not. I don't mind some Winterfest lights, but there's decor year round, spring, summer, fall. It looks reall...

Thanks, but this works on community lots only if you are the owner, right? I never made it work.
