It's close to the volcano. It spawns mermaids. I think your sim needs to top the convervationilst career to unlock. Actual cave is a rabbithole.

If so, @catloverplayer is correct - it is near the volcano.
You know the cave which your sims can go inside to have a rabbit hole adventure (near the shipwreck house)? Well, if you follow your screen right until you get to the ocean and then keep following the side of the island you will eventually come to the mermaid cave. It is just a spawner though and does nothing except spawn mermaids. You cannot go inside it, even if you max the conservationist career or the conservation level of the island (contrary to the rumours going around).
If you mean a different cave, then I'd be interested to see that video. Maybe I can work out where it is.
