As stated above, you can't give them a timeout or ban them from something in the game. However, you can find creative ways to accomplish that. For example, if you wanted to ban them from an object, put it in your household inventory for a certain period of time (obviously won't work very well if it's an object that you'd like other sims to be able to still use though). I generally don't control my toddlers...but if they are being really fussy, sometimes I'll just send them bed and make them take a nap or sleep....sort of like a timeout. Another thing I'll do sometimes is feed them nothing but bowls of peas until they start behaving better, lol.....doesn't have any real impact on them in-game but it's cathartic for me, haha.
