I use Sim Spawn Overhaul to make it more likely that the Sims walking by in that neighborhood are, in fact, neighbors. Usually in each neighborhood there are one or two families that get most of my attention, but I play the other families for at least one Sim day just to catch them up a little on family life, careers, and aspirations. If someone is pregnant, I stay with them until the birth. I plan to do the same with university, but I am modding it to make it shorter for my rotation Sims. My rotation includes some of my own Sims plus all of the premade Sims.
Are you saying that you have a mod that makes University shorter? Or that you are actively working on creating such a mod? This is something I really, really wish I had, so please let me know if you have something that does this! Also, I really wish there were a mod that would allow us to easily make NPCs into students, or graduate them. I know that there are mods to give a student a diploma when they didn't go to college, but those are known to cause time-related bugs so are generally ill-advised. I really wish a mod would actually graduate them, that way we rotational players could have a more realistic NPC experience at college by bringing along the neighborhood Sims who are the same age as our played families, without having to actively play them all.
I have a mod that I use that allows you to take 4, 6, 8, or 10 credits instead of 12. It is called Shorter University or something similar. If you Google it, the one you want is on patreon. The two on Mod the Sims are out of date. I gave it try with 8 credits and had no problems. I may just use the four credit one for rotation.
