My best trick so far was to use MCCC to limit outfits to the ones I have preapproved. It does not affect hairstyles but the ones you really hate you can then exclude in the same system, thereby never having to see them again (in that swatch at least). It is a painstakingly slow process of setting it up, but once you are done you never need to touch it again because it will automatically clean all outfits.
I used this for my decades challenge, to make sure townies didn't show up in wildly inappropriate clothing for the decade. For a legacy where you are fine with most clothes maybe using the exclude feature more would be a way forward. MCCC also has a way to ban situational outfits, and to have sims change into every day clothes when not at work.
Also I delete any townies I hate. So basically every play session I either start or end with going over newly generated townies and just deleting them all.
