How is this a gamepack?

I don't think there's anything wrong with a pack that focuses on build/buy, this is the first time a pack was designed mainly for build/buy as opposed to live mode which I think is very interesting. This pack alone adds many new decorative options that weren't possible before. I think the problem lies within the fact that it is a GP, which are supposed to be gameplay focused. Gameplay is generally seen as the domain of live mode and not BB. Granted, if you are solely a builder, it is the only kind of play you are interested in and fair enough.
I disagree on this being the first BB focused pack, though. Tiny Living Stuff was very BB focused in my opinion. It introduced the specialized residential lot concept and encouraged building in specific ways (tiny homes). Plus there have been two BB kits thus far, but they are gimmes. Then again, if I want to get super technical, the SP model is built around "stuff" for BB with one hero object or very narrow slices of gameplay (but even I feel this is slightly unfair since they were not all particularly innovative for building).
Build/Buy is game play for many players though. And when I say BB focused, what I mean is giving new build buy options that weren't previously available (I guess Tiny Living is very BB focused), not necessarily new styles, more specifically new features/functionality within Build/Buy. Modular sofas, modular shelving units, modular kitchen appliances, are all new additions that open up new creative possibilities in BB.
If you're of the opinion that Game and Expansion packs should be Live Mode focused then that's fine, and I agree to a degree, but Build/Buy is a valid form of game play, I simply think it's interesting that they dedicated an entire Game Pack to expanding Build/Buy. I'm still waiting for more info before I make a final opinion. Regardless of what I think I'm still going to get it on sale.
It's a life simulation game, so it's fair to expect life mode expanding gameplay in a game pack. BB is just an add on to the life simulation.
I'm sorry it may not be your intention, but while I think it's valid to want more gameplay from this pack (or the game in general), this particular argument sounds very "there is only one way to play this game, anyone who is not playing it my way is wrong".
I don't say you're playing it wrong, but you're basically playing a build simulator as part of a life simulator and this is a life simulation game...
