I play rotationally as well but I usually take into account Sims traits and aspirations when family planning. Those with the "Family Oriented" trait get 2 kids on the 1.5 kids scale while other will typically only have one, especially if it wasn't their main aspiration at the time. Only time I stretch further is for those with the "Big Happy Family" aspiration, and even then I tend to stick to three.
