If you are ok with mods, mccc has an option for them to get adopted. This is one of the reasons why I started to use this mod. But that won't work for a child that is already taken.
Heartless is the perfect way to describe it. Lost a child due to neglect cause it starved at day care, which shouldn't have happened and is a noted bug, but I have no way of returning them
