The bb.enablefreebuild cheat is only needed for the police and hospital career lots, and for other hidden lots such as Sylvan Glade.
The lot that you are in may be a lot that you are always able to enter build mode on.

Which cheat have you entered into the cheat box and which lots are you finding that you are having issues with?
All community lots can be edited in build mode without entering the free build mode cheat . The build mode on these lots can't be turned off /on.

Um, no.
You can rebuild all the vacation lots there, but not the actual forest parts.

Just save and exit to menu then go back to the lot! That what I did.

It didn't work. now I still can't put anything in the household inventory

Try saving your game thencoming completely out of the game. Reload the game and the cheat will then not be on.

When this happened to me I had to reenter all 3 of the cheats in order ( testing, debug & freebuild ), leaving the cheat window open the whole time and then enter them again in the same order with "off" at the end of each. this was from the instructions when the cheat was first introduced.
