I just send the adult on a quick tour of the households and do the obligatory "intro" to the various toddlers and then move onto the next household. From that point, it's easy to set up toddler playdates or even just invite the other toddlers over directly to meet the household toddlers. I also use a mod though that allows me to invite anyone for parties so I can easily get any group of sims (including toddlers) together for a house party without even doing the intros.

Wouldn't make much sense to have random toddlers roaming parks and community lots by themselves....they start out babbling and stumbling around...way too young to let them wander the neighborhoods by themselves, lol. Same goes for clubs....toddlers are too young to start up clubs. They could use a variation of what happens with pets where an adult sim brings their toddler with them when they do lot walk-bys. Given the movement limitations of toddlers until they level up that skill though, not sure that could work as smoothly as an adult with their pet who can keep up with them....same reason puppies and kittens don't go for walks in-game.
As for aging, sounds like a bug or mod conflict.....my toddlers in NPC households always age up on their own.
