There is an entrance at the bottom of the building of the penthouses, you need to click on the door (there is gear indicator) and there will be option "be buzeed in" it's the same as knock on the door.

And it case it's not very clear, once you get the usual come up notification, you will probably need to focus your game on the penthouse (don't know how to explain it better) and click go there, your sim will be immediately moved to the upper floor.
This is how the penthouses always worked and are still working in the same way.
