I think this would affect gameplay more if there was story progression. As it is, even if there were more complex stories, even if there were memories, and even if the townies' stories were interconnected, it wouldn't do much.
Take the Caliente household, for example. You have a great set-up, story-wise. Middle-aged Katrina lives with her her hot young boy-toy, Don, and her beautiful daughters. Their relationships are all neutral, though. Nothing ever actually happens unless you play the household and make something happen. A lot of households have stories with potential--Geoffrey Landgraab is a Secret Agent married to a Mobster, and their teenage son is Evil--so the stories are there, they're just dormant.
The game mechanics are different, and story progression is something I miss from previous Sims. I can't download mods (am on a borrowed computer for the indefinite future), so I'm very much in "make the best of what you have" mode, but it's not the stories I feel are missing, it's the constant changes that story progression brings. Maybe I don't want to play every household in the game on rotation to find out if the Pancakes' marriage survives or if Alexander Goth grows up okay in that depressing mansion.
My favorite parts of City Living and Seasons are that the festivals and changing weather make things change over time. For me, it's not the stories, I think the stories are good. It's that I don't want to be the only change I see in the world.
