I think this would affect gameplay more if there was story progression. As it is, even if there were more complex stories, even if there were memories, and even if the townies' stories were interconnected, it wouldn't do much.
I don't think TS2 had story progression either and it was still absolutely filled to the brim with juicy storylines.
