Agreed, it would make more sense from a business point of view to release create a world, after they’ve finished with all the dlc. And if we look at the way TS4 has been handled, it’s all about maximum profit.
I don’t think it would necessarily be free though... They could easily drop it as it’s own EP, or even a stand alone tool/program. I really hope we get it at some point however it comes though :)
