Basically I'd expect it to be a "farewell" expansion pack to the Sims 4 community. "Hey guys, we're not supporting this game with new worlds any more, so here's a tool to make your own for just US$40 to tide you over until TS5 is ready and we start this dance over again."
And I'd expect we wouldn't be able to build large worlds, just neighborhood sized ones like Forgotten Hollow or Glimmerbrook. And no editing existing worlds either.
But realistically, I don't expect to see such a thing at all. I expect that if possible, it may be a feature in TS5, which will roll out within 2-3 months of the last TS4 expansion... whenever that is.
There is clearly a create a world since they create new neighborhoods. All it is is a design tool to build world's and has literally nothing to do with the engine or open worlds.
Perhaps possible was the wrong world. Let's go with "If an End User controlled Create-A-World tool is feasable within the game's base engine." Because I think the tools they use to create neighborhoods and worlds are a bit more complicated than a glorified Build mode.
