To add a ghost sim to your household, you need to type in testingcheats true then shift click the ghost sim, and click " add to household".
If you shift click the tombstone and press " set as head" , the tombstone will be placed on the head of your sim. It would be best not to do that. Setting items on sims heads has been causing issues in the game.
