Is there a cheat to build pools and fountains on beach lots?

I recently got Sims 4 Island Living and I am building a resort. I would like to put a fountain at the front and a pool on the beach. However, I get an error message that says I can't build on those ty...

You can't build fountains, pools, or basements on a beach lot. I've tried. If Sims 4 had terrain leveling cheats like 2&3 did, it might be possible, but these cheats don't exist in 4.
