Is there a cheat to build pools and fountains on beach lots?

I recently got Sims 4 Island Living and I am building a resort. I would like to put a fountain at the front and a pool on the beach. However, I get an error message that says I can't build on those ty...

@lisamwitt Nice! You could also have it completely enclosed without the pillars too, if wanted. ;)
