Is there a cheat to build pools and fountains on beach lots?

I recently got Sims 4 Island Living and I am building a resort. I would like to put a fountain at the front and a pool on the beach. However, I get an error message that says I can't build on those ty...

I'm sure you could. You'd just pick a different foundation. And my Sim swims around in it just fine, although I obviously don't have options like "swim laps". It works.
I had actually built it to share for Halloween, but I also shared it in that challenge thread.
