Is there a list of what lot types spawn what NPCs?

This is an interesting topic. I believe stall vendors also spawn on maker spaces. Not sure if all community space variations?

I don't know either, but I wish I had a list with this type of informations.

I think it's fairly simple. If they're needed for a required or listed optional object for that lot, then the npc spawns by default.
There may be a couple of exceptions, but it's a good rule of thumb.

I think the art center that came with city living autonomously has a bar tender.

Baristas only spawn on cafe lots.
Bartenders also spawn on bowling alley and restaurant lots. And art center.
All community space sublots spawn vendors for stalls and sales tables.

@Sindocat I'm wondering if there's a bug, because I used to be able to hire stall vendors in spas and last time I tried it didn't work. No one showed up.

Gyms also spawn massage workers and yoga teacher! Forgot that one.

I think the game just randomly assigns any unemployed NPC sims. I do know the different worlds spawn more NPC sims that can be assigned jobs. If you go to Britechester it will spawn a lot of young adults as students, which the game will use to fill jobs, Strangerville will spawn mostly adults in military and science careers, and so on. Even the vacation worlds spawn more NPC sims that get used to fill jobs. But those jobs don't get filled until you visit a gym, spa, bar, nightclub, etc..

Whenever I start a new game I always make a point of visiting each world just to get a bunch of NPC's spawned.

Residential/Tiny Home - Mailperson, Roommate, Roommate's Boy/Girlfriend, Roommate's Friend, (Hired) Service NPC's.
Arts Center - Bartender, Children, Painters.
Bar - Bartender, (events) Aliens, Bears, Ghosts, Knights, (Unknown if the event causes more of said NPC category to spawn) Singles, Women, Men.
Café - Barista.
Community Garden/Space/Maker Space/Marketplace - Children, Sales Table Vendors, Stall Vendors, Maker Mentors (maker space).
Generic - N/A.
Gym - Gym trainer.
Karaoke Bar - Bartender.
Library - Librarian.
Lounge - Bartender, (mostly) Elders, Entertainer.
Museum - N/A.
National Park - N/A.
Nightclub - Bartender, DJ.
Onsen Bathhouse - N/A.
Park - Children, Erratic sims, Teens (night).
Pool - N/A.
Rental - N/A.
Restaurant - Bartender, Chefs, Host, Waiters.
Retail - Employees.
Spa - Masseuses, Reflexologists.
University Commons - Professors(?), University Students, Vendor.
University Housing - Roommates, Roommate's Girl/Boyfriend, Roommate's Friend.
Vet Clinic - Vets.

I might change this up now that we have the Spa Day refresh, but I typically plop an Instructor Yoga mat and a few other mats in a park because those WILL spawn instructors.

In addition to everything listed above, a restaurant will spawn 1 Bartender per lot so long as you have a bar.
