But if you wish you talk to him now without relying on RNG, you need a blood sacrifice to summon him. I suggest killing someone you don't really care about, whether that's a premade or creating some monstrosity in CAS and then ending their misery.
Also the door of life you could also challange him in a guitar battle. Just if you lost your sim would die. xD
Also Sims4: He used to be seen at fishing spots in all of the worlds and even at granitfalls. Other than that you may have to seek out mods to try to summon him like with mcc for example.
