If you have anything on the menu that don't have the appliances placed in the restaurant, it will not be served. For example, you will need a fridge and microwave if your menu call for the base game, quick meals that need it. For the ice cream, you need the ice cream maker, the popcorn needs the popcorn popper and the cafe coffee needs a expresso machine. Otherwise the order will never be filled.
So far I've noticed the wine and black coffee will get served without the extra appliances.
I have many of the ice cream dishes selected as part of my menu for the Chez Llama restaurant and my diners can order the ice cream and there is no ice cream maker in the kitchen. So... it would be good to see if this is an individual glitch in your game.
