So I went to a lot where I placed one when they were showing up and I used the eye dropper and it copied the fence and went to fences but they still were not there.
Try going to online chat support and label it as missing content. It has been my experience they will give you a direct line to a server to download the content could be worth a shot. But also be advised you will probabally have to reinstall the whole game.
