Japanese restaurant
My plan is for my sim to own a Japanese Restaurant in Mt. Komorebi. Will the kotatsu tables be able to place in restaurants and sims be seated at them?

- oh wait, I read the question wrong. I believe the same goes for kotatsu because you make your own food. I mean, nothing stops you from using one in your restaurant, but you will be charged at the table when making the food instead of after the meal. Wish they had integrated these features.

Give me a sec to get in game, and I'll find out definitively.- And the answer is.... no. You can click on a normal table and choose the "Request Table", but a kotatsu table does not have that option.
Now for roleplaying purposes, you can go out for a hotpot like I did below, but you are not using any features from Dine Out.

- They were a bit hesitant about it in the stream. There were questions from the players if the kotatsu table were functioning in a restaurant, and the SimGuru that spoke about it, not the presenter; said no, but it seemed as if the decision is for now, and that it might be changed further on.
I would like this as well. The SimGurus seem to hang out more on twitter than the EA official forums, so perhaps if suggested there..
