I thought it came with vampires myself? Possibly they have to be in a flirty mood/suggestive conversation type thing before it's available? Alternately I've noticed being unable to do certain romantic interactions (think passionate kiss, woohoo) before the couple have shared their "First Kiss" ?

kiss neck is a teen only interaction however littlemssam has a mod that allows adults to do it as well

I notice it happening autonomously between young adults/adults when the Free Love NAP is in place, but I haven't seen it on the interaction menu for them.

My adult sims can kiss neck and I don't have the above mentioned mod.

I only had it when I had mcc I wish it was just there normally.

It's still in the menu for my YAs.

Oh I have mccc. Maybe that's why I have the option always.
