This was probably stated before, but I read somewhere that you can use a lot trait to get more trash on a lot in any world. So if you create an industrial lot in Willow Creek you can have more than smog and acid rain.
I'm guessing they didn't make it automatic, because if they did, people would soon get tired of it, and start complaining about it getting in the way of their gameplay in other worlds. This way it's opt in, rather than in the way;
