And as for someone your Sim met being back, even if they're not, you can just call them up if you know them, right? I'm not sure how the culling thing works but I don't think it's immediate or something. - Maybe a bit OT, but where on earth did you get that male hair? It's fantastic.

In the scheme of the game, Selvadorada is another country. Yet, the locals have no homes. It's more like Selvadorada is just one big community lot rather than a world. Even Granite Falls, which is supposed to be like a national park, has one native with a home of their own. I guess that the Selvadoradians just hop back into a closet until they're needed again.

They are unhoused, so the ones you get when you first load the game are going to be random just like any other NPC who has no home. Once you begin the game, they will stay the same the next time you go back.
As for seeing them only in Selvadorana, no. Once I began my sim's adventure and came back home, I started seeing Selvadorana local walking by my house much the same as when I played the Scientist in GTW and met aliens -- aliens began showing up in my regular neighborhood. You can, as I've done it, invite a Selvadoranan local to your home lot too as well as invite them to vacation with you and all the other good stuff.
