Missing Top Notch Toddler Trait

I remember someone mentioning this recently but i can't find the thread now. My sim self's two stepdaughters aged up as kids with fully maxed out traits and now the Top Notch Toddler trait is missing from both children. Is this trait supposed to automatically appear after aging up?
