Mods for better gameplay

I’m curious to know when simmers say “download this mod for better gameplay” is it just rewritten pop ups? Or like.. actual gameplay being better. Cause I’ve been on YouTube and I’m not really seeing a “better gameplay” per se... more like better options to CHOOSE from but nothing actually changes.
I hope I’m making sense because I was gonna try some out.
