Oh I just remembered how you could get them to join but you WON’T get their household fund added to your funds.
Call the sim you want to your lot or wherever they can visit you.
Enter the cheat ‘testingcheats true’
And hold shift + click on the sim you want and the option ‘add to household’ should appear. You’ll be able to control them but again they do not add any funds to your funds
