I agree it’s a step in the right direction. I love the idea of NPC voting it does bring life.
The issue is the amount these N.A.P. plans influence and the NPCs I’ve found is they vote for mostly greener issues. ☹️

Plus they need an option to keep the changes to the neighbourhood of the world you are playing.
