I just use the sale tables from the various packs we have. To get more sims to come to the lot, a Marketplace (Eco Lifestyle) lot type might work. The downside of that is your sim has to live in the neighborhood to change the Community Space to the Marketplace setting.

Somewhat of a side question, but would it better than to move my household or lot into the center of town to do sales? Like are their areas that get better foot traffic? Or should I make a custom lot and have my sims go to it when they are ready to sell (at the end of the week). aka is a venue lot better probably than my household lot and just send them to that in prime venue location with all their stuff?
or does simply opening a "sale" generate sims to your lot?
