Neighbor is not their neighbor
So, I'm playing a house in Gibbs Hill, Britechester. It's a regular home, filled with uni students, but I don't think that is relevant.
Morgan Fyres just nocked on their door. She claimed they were so great neighbors that she want to give them a gift, and ask if they don't want to know what it is. They did not answer the door, btw. I then pointed at Morgan, and it says she is "Neighbor". Which is weird as she actually resides in Oasis Springs.
So, my guess is that the game messed up where she lives, or picked a random sim to brand their neighbor - none of which is good. There are two other Gibbs Hill households, and if anyone should title themselves "Neighbor", I wish it was one of those real neighbors.
The students household attended the Sims Sessions festival couple days before, and Morgan was there as a random festival enthusiast with a festival t-shirt, too. She still wears that tee, and perhaps she made contact with some of the students, but I don't really see why wearing that t-shirt makes her a neighbor.
Something is wrong... (and I've not even mentioned that in my game Morgan is a high nobility Baroness, and should definitely not wander about wearing the festival gear...)
