It could have something to do with the style influencer career. Maybe they added in a bunch of blank, white shirts and pants that you can paint your own designs on like with CAP. It would technically be a "small" feature, but a lot of people would like it.
With all the CC I think that would be the least interesting. It's a good in game system but doesn't really bring much of anything new.
