MCCC. you'll always get an MCCC notice (usually a whole bunch of them since MCCC marries off sims at certain times during the week, fridays and thuesdays in my game). MCCC doesn't notify you of events caused by the neighborhood stories feature as far as i am aware. you can check out what that one did via the mailbox on your home lot
I never knew MCCC also married sims off. That would explain why adults have one last name and the kids with a totally different last name.
