Unless you have a mod, he needs a fireplace to spawn at. It doesn't have to be in the house but somewhere near the lot, at least.
He doesn't need a fireplace, I hardly ever have a fireplace in my homes (because hello, ❤️❤️❤️❤️ sims!) and father winter always comes, he just spawns outside the house and walks right in, no mod needed, this is related to a bug, not the lack of fireplace.
Interesting. I've not had him spawn without one myself. Of course, most of my lots are private lots so that may be why. Who knows. - RouenSims5 years agoSeasoned AceI never had him appear until I added a fireplace. I guess it was just coincidence.

- gnelso12395 years agoNew Hotshothad the bug associated with Winterfest; it's a bad one. deleted the holiday and now going to create my own and since I've never cared for him...adios!

I have deleted Father Winter in this Holiday, since he just laugh about my sim children, who were asking for a christmas gift. Several time I have tried, they didn't get one from him during the time before he left the house again. He can stay there, where ever he lives. He isn't welcome anymore. - I did not have any problem with Winterfest and Father Winter. He showed up when my family was staying at an SE rental turned residential. He did not stay very long so my seven sims could not all get a present, but one did. No crash or anything like that.
