I was hopeful seeing that interaction in my game. I've sent family member to greet the Sim who came home from work, using Welcome Wagon. (Or so I thought.) Sadly, they almost always divert to do something else. I did have a bit of a surprise yesterday, though. The Dad got home from work and suddenly two of the three child Sims ran out front to greet him, autonomously. It wasn't quite like Sims2, but it was nice they wanted to see their Dad, at least. Baby steps. I'll take baby steps over none at all. LOL

I normally play vampires. I think its a random event because sometimes I start a new game and I get no welcome wagon but I'll get a welcome to the community with Vlad or I'll get the welcome wagon and no welcome to the community from Vlad. Rarely do I ever have both.

There shouldn’t be a random welcome wagon in the social interactions. It is meant to be when sims have moved into a new home
If a random welcome wagon is in the social options without your sims having just moved to a new home, it would be good to post feedback on the AHQ EA site that I linked to in the earlier post

The only time I haven't gotten the Welcome Wagon is when I didn't have any neighbors in that particular neighborhood. My Sim was the only one occupying a lot, all the others were empty. The fruitcake is hit and miss despite the fact I thought I remember reading it was supposedly fixed in a more recent patch.

I've had times when the Welcome Wagon would arrive on the second day (if I left for the bar or something and got back about late afternoon). Can't say that I missed that Fruit Cake from plum! Even Liberty Lee (who made a "Normal" quality one) hated it - ribbon and all!

ive noticed that the welcome wagon does not come every time but its not something that ive paid attention to because i think that they can be kind of annoying sometimes

It doesn't come every time you start playing a new household, like it used to. I hope they fix this.
