NPC working shop?

I downloaded for example a bakery or i made my own Shopping mall. Why does no NPC shop assistant sell there something? The lots that EA made has npc shop assistant (and no owner) which sell stuff. Wh...

In my case that caused the npcs to spawn. This could be a bug that will need patching.
