I always seem to have the best luck getting masterpieces when my sims needs are all completely in the green and they are happy about something underneath the inspired moodlet so like the well decorated/good meal/are painting outside if they love the outdoors and also having them listen to music while they're painting seems to increase the chances of masterpieces for me. It's a random thing but I have noticed it across multiple sims so there might be something too it.
