Plants not growing in Greenhouses

I've been using my sim that was already level 10 gardening. I've noticed too that since this update the plants I've been growing in my greenhouse have been progressing at an alarmingly slow rate =\ much slower than before. It got to the point where I had to end up forcing them all to evolve one level because I had gone through several seasons without the option popping up.
I'm not sure if its a bug, or an intended change. I notice now that for some reason they got rid of the plants 'moods' and replaced them with the level bars. When the bars fill up it becomes locked and indicates its ready to be evolved, then it starts all over. Problem is that it takes forever for that bar to fill - at least for me. I haven't tried growing outside of the greenhouse, but I noticed that the plants for some reason don't need any care at all. All throughout autumn and winter they needed grew weeds or had insect issues (I figured it was because of the seasons, so I decided to wait until Spring popped up) and sure enough as the weather warmed I started getting weeds and insects, but still found the lack of weeding strange since its supposed to be sheltered. I would frequently get harvestables, but now in the middle of summer suddenly I'm finding my plants with less and less harvests. So I am thinking that there is some kind of bug going on here.
The problem is that for your plants to progress you need to care for them frequently. You can't care for them if options for weeding, watering, and insect-treatment aren't popping up as that is what progresses it to the evolve stage. So now every once and a while I just make them evolve myself at the rate I recalled them doing it in the past prior to the update (watering included). Not sure if all of this is just restricted to plants indoors though.
