OKay, so there's a point to it.
I have all my Sims with the trait that makes them enjoy heat and not be bothered by it.
I think the fact that you gave your sims the 'Heatproof' trait may explain why changing the setting from normal to hot on the thermostat does not affect them.
Description of the trait: Heatproof Sims aren't negatively affected by hot temperatures and enjoy the heat.
