I have two questions
- can sims use a will to pass on a retail store/restaurant/vet clinic/rental properties ?that would be very convenient.
- There is a town hall in this world and there was a town hall in tartosa. Can we get married with the town hall in the new pack and use the features of this pack on the one in Tartosa

Can Businesses be Left/Transferred in Wills?
No options for businesses to transfer via Wills. As they are owned by the whole household rather than an individual they stay in the family by default. There's a manual transfer method I can teach you once Split & Merge is fixed. It's broken right now. That would work either before the owner's death, or after death if you keep the owner as a playable ghost long enough to do it.
Can We Write Wills at Tartosa Town Hall and Can Weddings Be Held at Ravenwood Town Hall?
I can't check from the Tartosa side right now (opening hours), but no option to Get Married in Ravenwood (it was something I asked about/requested).
