Oh another way to get a ghost is if you have Romantic garden you can use the wishing well. Deadly outcomes include turing your sin into a ghost, your sim getting a ghost lover, and your sim getting a ghost child.
If you have GTW you can make a potion (scientist only) that turns sims temporarily into ghosts.
You can also go to the gallery and manually add a ghost to your family then delete them or whatever.
