Question about lots with multiple retail stores

If I build a retail 'strip mall' kind of thing will they auto-populate with employees if I place it as a retail lot? (Not as an owner.) and while I am here, do the food stalls self employ if placed...

Do you plan on having a sim own the retail lot? I haven't played one without having a sim (a nonplayable that I created) own it. But then you're limited to how many sims you can hire to work for you, unless you get more perks to hire more.

As for the food stalls, they do not auto populate (or at least not for me). I use a mod by Little Ms Sam to hire vendors for free, and they will come and open the stalls.
