Only thing I think isn't correct is that it claims Sims can get married through Neighborhood Stories. I don't think they can 🤔
But yes, children they get or adopt stay the age they arrived if aging is off for unplayed sims.

Sounds like marrying and moving is not a function of the pack at all. No matter if aging is off or on.
Does a mod change this? I have mcc and random sims move all the time for me.
