Well, murdering other sims have always been out of the question (unless it's The Sims Medieval). That's why in Realm of Magic, using Inferniate on a sim doesn't kill them, but using Inferniate on the ground can cause a deadly fire.
Plus there is also one important rule they need to keep in mind: the game's age rating mustn't raise. Should a DLC raise it, the whole game's age rating raises. It is limiting, but they try their best (well, sometimes not). That's how vampires can drink from unwilling sims, but that's why they drink plasma.
Mods can always solve things, but mods like this aren't allowed to be shared on this forums.
