With 2 and 3 it felt like there was an element of chance, there's was always a feeling that something unexpected would happen (such as a robbery or opportunity) and I don't get the same feeling with 4. Things do tend to become repetitive fast.
The chance cards in 4 are boring too. You either get little gains or little hits to performance. In 2, you could get huge cash bonuses, promotions, skill points and more from chance cards. On the other hand you could also get demoted, lose skill points, lose a day's pay or even get fired. There was always the option to just ignore them too if you didn't want the risk.
I think story progression is a big thing for a lot of people and Maxis really should have put a lot more thought into it. Everything feels much less lively without it implemented fully.
