I’d probably give it a 9 - I play it on console so not all of the packs are available and I would like to see University as a pack and Pre-Teens, burglars & firefighters in the base game. Also some of the major base game updates released for PC to be added soon like the Caribbean stuff update and the gardening update. Otherwise I love TS4 and play it prettying much all the time.
